KTVU News footage from c1967 featuring a speech by James L. Farmer Jr. at UC Bekeley about the civil rights movement segregation and racism. He claims that the civil rights movement's "appeal to conscience" has failed and social segregation is on the increase stating that: "The appeal to conscience has found that racism has no conscience!" He goes on to contend: "That conscience can be created if the people who are oppressed learn to manipulate and wield ... forces of power within our country."
