KPIX Eyewitness News report from October 20th 1969 by Belva Davis featuring a press conference with U.S. Secretary of the Interior Walter Hickel who discusses proposed financial liability for oil companies in the event of oil spills. His comments are made with reference to the recent Santa Barbara Channel oil spill which involved a blow out at Union Oil's Platform A in the Dos Cuadras Offshore Oilfield on January 28th 1969.
